As a 501 C (3) non-profit corporation, the Council operates under a Board of Director of elected officials and business leaders in the community. The Directors oversee the activities of the Council and its staff.

Manny Salazar
Executive Director 

Manny Salazar was born and raised in Kingsville and is a graduate of both H.M. King High School and Texas A&M University-Kingsville.  The 5th generation Kingsville native is the son of Manuel and Olinda Salazar and the grandson of  Moises and Consuelo Aguilar, who also call Kingsville home.  Salazar met his wife, Shelly, while she was teaching at Academy High School in 2008.
Despite strong roots and a desire to stay in Kingsville, Manny’s career took him away from South Texas.  Through his 12 year career in Texas government and politics, Salazar has worked 5 sessions in the Texas Legislature, several congressional and state level campaigns, and at a non-profit political action committee.  The wealth of experience gained through his work provide the tools for Salazar to work with business and civic leaders as well as elected officials at all levels of government to bring jobs to Kingsville.

Dick Messbarger
Consultant 
​A graduate of St. Mary’s University in San Antonio, Texas, Dick Messbarger has served as Executive Director of the Kingsville EDC since 1988. After serving for 27-years he is now an expert consultant for the EDC. Prior to assuming his current position, he was the manager of the Kingsville Chamber of Commerce. He was general manager of the Radio Stations KINE-AM and KPUP-FM in the 1980’s and was managing editor of the Kingsville Record in the 1970’s.
